RST writer: properly handle anchors to ids...
with spaces or leading underscore.
In this cases we need the quoted form, e.g.
```
.. _`foo bar`:
.. _`_foo`:
```
Side note: rST will "normalize" these identifiers anyway,
ignoring the underscore:
