Revert "Use -Wunused-packages on ghc >= 8.10."
This reverts commit 7a1d0f01e94d115f361ead110b60174bfc732033.
This option gives confusing output when a build is interrupted,
suggesting that packages aren't required when we just didn't
get to the model that requires them.
