Changes to debian/control:
+ Description updated with new features.
+ Suggest latex-ucs instead of tetex-bin. latex-ucs will bring in
either tetex-bin or texlive-latex-base, and will ensure that the
package required to use UTF-8 is present. Note: texlive
is now the preferred debian LaTeX package.
