Docx reader: unwrap sdt elements in footnotes and comments.
We had previously walked the document to unwrap sdt/sdtContent and
smartTag tags in `word/document.xml`, but not in the
`word/{foot/end}note.xml` and `word/comments.xml`.
Closes #5302
