* interp/define.boot: Rearrange order of some definitions.
(getArgumentMode): Tidy.
(hasSigInTargetCategory): Likewise.
(refineDefinitionSignature): New. Abstract from
compDefineCapsuleFunction.
(compDefineCapsuleFunction): Use it. Tidy.
