E.g. base = `http://example.com/foo` combines with `bar.html` to give `http://example.com/bar.html`. + If the href begins with a slash, the whole path of the base is replaced. E.g. base = `http://example.com/foo/` combines with `/bar.html` to give `http://example.com/bar.html`.
