* make.h (PARAMS): New macro.
* config.h-vms: New file.
* makefile.com: New file.

* vmsfunctions.c: New file.
* vmsify.c: New file.
* file.h: Renamed to filedef.h to avoid conflict with VMS system hdr.
* ar.c: Added prototypes and changes for VMS.
