Various cleanups reported by people using the alpha release.
Incorporate "order-only" prerequisites patch. Wrote a test for it. The test shows what might be a bug in the code; I need to look at it more closely (anyway it doesn't behave as I expected). Also I haven't done the docs yet.

At this point you have successfully brought your CVS copy of the GNU
make source directory up to the point where it can be treated
more-or-less like the official package you would get from ftp.gnu.org.
That is, you can just run:
- $ ./configure && make && make check && make install

to build and install GNU make.
