Really allow rebuilding pull requests
(With the Rebuild plugin - https://wiki.jenkins.io/display/JENKINS/Rebuild+Plugin)
* Make builds implicitly parameterized.
* Make sure `bbprb*` are passed in environment and preserved.
* Update Jenkins requirements to 2.60+
