* interp/sys-utility.boot (substitute): Define.
(substitute!): Likewise.
* boot/utility.boot: Do not rely on tail recursion removal.
* boot/tokens.boot: Don't translate substitute and substitute!.
* boot/ast.boot (bfLp1): Tidy.
