* configure.ac.pamphlet (<<find lisp>>): Keep gcl directory test
simple.
* Makefile.pamphlet (maybe-cp-noweb-srcdir): New rule. Factored
from the rule below.
($(addprefix $(axiom_build_bindir)/, notangle noweave)): Make it a
prerequisite.
* config/var-def.mk (WEAVE): Export.
(WEAVE): Likewise.
