Subject: * Update FSF address info in copyright notices. * Update maintainers
 build process; remove GNUmakefile.  Require builders to   run automake &&
 autoreconf by hand. * Use AC_SUBST_FILE to get the maintMakefile included,
 rather than GNU   make's include directive, which conflicts with automake
 1.4's include   directive.
